Training Coordinator for Thailand Country Program

RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 25 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.

RECOFTC is currently seeking a Training Coordinator for its Thailand Country Program. The successful applicant will be based at RECOFTC Thailand Country Program, Bangkok. The contract duration is for two years with a possibility of extension.

POSITION SUMMARY:

The Training Coordinator works as a key member of the Thailand Country Program team which is under the Program Coordination and Operations (PROCO) Unit. The Training Coordinator will play a lead role in the development and implementation of projects under the Thailand Country Program. S/he is directly responsible to the Thailand Country Program Coordinator (TCPC).

The Training Coordinator is responsible for coordinating capacity development activities on topics relating four thematic areas, as detailed in the Thailand Country Engagement Strategy. The Training Coordinator is also responsible for facilitating learning networks initiated by TCP to achieve capacity development objectives, which result in empowering local people and CF stakeholders and improving the situation of community forestry in Thailand. The position holder is required to ensure systematic needs assessment and monitoring and evaluation activities will be carried out before and after training to assess level that training participants could apply newly acquired knowledge and skills. S/he also takes a lead in specific thematic areas such as Enhancing Livelihood and Markets (ELM), and Transforming Forest Conflicts (TFC).

In close coordination with the Thailand Country Program Coordinator and the Community Forestry (CF) Partnership Coordinator, the position holder is expected to provide training and other capacity development support to projects carried out under TCP as well as to contribute to other functional approaches, which are: research, analysis and synthesis; strategic communication and piloting and demonstration.

RESPONSIBILITIES AND DUTIES:

Under the overall guidance and supervision of the TCPC and in close collaboration with other TCP staff and with support from RECOFTC Headquarters, the Training Coordinator will be mainly responsible to:

Training Coordination

• Conduct capacity development needs assessment for all projects and thematic areas and analyze the results to identify capacity development support plan/activity needed

• Coordinate with other TCP staff and key stakeholders on training planning and schedule as well as coordinate with RECOFTC Headquarter on study visit program

• Take a lead in reviewing and updating key existing RECOFTC training modules as well as be responsible in collaboration with other TCP staff in developing new required training modules for all thematic areas and projects, including ensuring integration of social inclusion and gender equity into the training curriculums

• Take a lead in designing and organizing training and other capacity development activities identified in the annual action plan as well as when there are requests by partners including coordinate with potential trainers, resource persons as well as visiting sites to prepare study visits

• Be responsible to facilitate training courses, including field visits and other capacity development activities

• Work in close collaboration with M&E unit to design, develop and implement training alumni database and M&E system for all training and capacity development activities of the program

CF Learning Network

• In collaboration with TCP colleagues, provide support on capacity development needs assessment of CF networks to identify learning issues and actively engage in supporting learning activities of CF networks

• Support in facilitating learning platforms for CF networks and ensure that learning experience is well documented

• Network with other natural resources and environmental organizations and projects to share and learn lessons, and to develop joint plans for complementary work to develop and formulize community forestry

Policy Engagement and Thematic Leadership

• Assist in monitoring policy updates and developing policy review on forest policy relating ELM and TFC

• Support other TCP colleagues and ongoing projects to be able to effectively work on ELM and TFC

• Provide support to organize policy relating activities e.g. policy dialogue, seminar discussion on the thematic areas

Support Piloting and Demonstrating Activities on the Ground

• In collaboration with other TCP colleagues and CDTS unit, work on identifying good practices and areas that are suitable for demonstration

• Provide support to promote pilot and demonstration practices and activities

• Provide support to relevant study visits to the pilot and demonstration areas

Supporting Strategic Communications for Community Forestry Development

• Assist in the collection, documentation, translation and reviewing of appropriate communication materials, including manuals, case studies and success stories relating to capacity development activities and issues under the responsible areas

Supporting RECOFTC Thailand Country Program Development

• Participate and contribute in the TCP Annual Planning and budgeting process

• Help with the preparation of project and TCP monitoring and evaluation (M&E) and reports

• Assist with the identification of organizations and funding agencies that have interest in developing joint project proposals to support Thailand Country Program;

• Perform other tasks as are assigned from time to time by the Country Program Coordinator.

QUALIFICATIONS AND EXPERIENCES:

The Training Coordinator will have the following essential qualifications and experience:

Essential

• 5-8 years experience in community forestry/community-based NRM or participatory natural resource management field project/program implementation;

• BSc in, Natural resource Management, Rural Development, adult formal education or equivalent. MSc or higher qualifications desirable;

• Practical working experience in community forestry or community-based forest management and action research and rural development in the country;

• Proven record of work experience on participatory learning and facilitating techniques, methods and processes;

• Experience in project design, delivery, coordination, planning, networking, facilitation and extension material development;

• Strong team building, leadership, and networking qualities;

• Proven ability to write in a clear and concise manner and to communicate effectively orally. Ability to prepare project proposals and reports.

• Fluent written and spoken English and national language;

• Sound knowledge of Microsoft Office applications;

• Willingness to travel frequently, willing to work in multi-stakeholders and cross-cultural environments; and

• Thai nationality only.

Desirable

The ideal applicant will possess the following skills and attributes:

• Field work experience at the community level in community-based forest/NRM management; and

• Strong experience in adult learning and training curriculum development and facilitation

• Experience working on livelihood development, transforming conflict and gender mainstreaming

General

In addition to job specific skills and experience, the applicant should possess the following characteristics (including attitudes and skills):

• Hands-on experience and able to work independently with minimum supervision;

• Interpersonal communication skills, individually and in-groups, with an ability to work as an active member of teams. This implies flexibility and open-mindedness;

• Initiative and ability to make informed independent judgments (which is not inconsistent with an overall team approach); and

• Ability to work in a variety of cultural and institutional contexts.
